When I won the domain name in the bidding process they didn't asked me for the extra money to give me that domain name. But you have to open an account at some registrar where they tell us.

In some cases the domain name is never transferred as they have some kind of lock and in some cases the domain names are transferable but then it is only possible after initial 45 or 60 days.

I have some experience using Snapnames.com . If you win the auction, you don't need to do anything .Just pay the ending price, snapname will provide you the account for that domain includeing login and password. I won 2 domain by snapnames.com .First one, they provided me the domain accout at Mydomain.com but the second one was in different site.

If you use TDNAM.com ,you need to pay extra 6.95 registration fee for dot com domain and other amounts for other extensions.
