Domain name WHOIS guard

Does getting a WHOIS guard - Private registration is 100% private? Means does it provides complete privacy. I am not upto something and neither I want to do something that would need a WHOIS guard but I am just asking in general that many times people does have a WHOIS guard applied on their domain registrations and they do unwanted things. So how can we find who is the original owner of it.

Many times when as a domain name investor you are interested in buying some domain and want to contact the owner the WHOIS is private and you cannot get much info.

Any thoughts on this one would be appreciated.

I am not sure if there is a way around the privacy guards of WHOIS information. I know that the registrar company has real contact information for the buyer of the domain, as I have worked with a company which had a website with undisclosed WHOIS information; the registrar company still took the information of the company, but it was not present on the WHOIS information.

If WHOIS is protected then also with proper reasons backing it up, agencies can get the information. But it is a rare case. With private registrations you can surely count on the company that they will not give out your info to just anyone.
