Sorry, this is not a positive reply more of a negative one!
I recently tried out Joomla, and I couldnt figure it out in the first 5 mins, so I guess that my non technical customers will never figure it out....
(And I've written a few CMS systems, so I'm not entirely clueless in this regard!)
Are you looking for a CMS written in any particular language? e.g PHP/.Net?
I'd be interested in hearing what you eventually use, as I'm also looking for a simple, light, fast CMS that just does: Menu / site structure + in page editing. If I don't find anything soon, I'm considering writing one, I've held off so far because I'm sure there must be one out there, with a community around it for extensions e.t.c

Joomla and phpNUKE are the big names but have more functions that your requirements. And this admin panels might confuse the owner of the site.
I think the best way would be to develop one ground up. If I get some time today I will write the code and put it here. But yeah. Please template it out and let others also do the same. I think I will use smarty for the templating system so other can come up with templates. And we can also release it as a free GNU GPL script powered by Nameslot.com :)

I agree that most of the well-known CMSs are big and complicated, but there are a LOT of others out there and some may be what you are looking for. To me, programming one would be like programming a word processing program... you could do it, but unless you are going to create something really different, why would you? :-)
I'd start here: http://www.opensourcecms.com/ and click on "portals" under the CMS Demo Menu. The cool thing is that you can try demos all the different CMSs on one site.

i think snews can do this. it is just a simple cms with only one page for processing the things. nothing fancy just one page does it all.
can also be skinned with the help of a css style sheet file.
