If your domain truelly have organic traffic, they will approve your account and it is then you can park up to about 100 domains for free if you have enough to do so.

The problem is that, you must not drive any traffic to any of your parked domains. If you do and they happen to detect that you have driven traffic to the parked domain. Google will close your account, no matter the amount of cash you have in the account.
