When you say cross linking, are you referring to reciprocal links in which you exchange links with another web site of similar content? I've stopped doing this but used to do it and thought it wasn't bad but wasn't the best way either.

I spend most of my time building quality back links. While on site seo which includes quality content is important, it won't be found as easily if you don't spend time building quality back links to your site and pages.

The best way to build back links is to spend time visiting blogs and forums that are similar to your site and placing back links in your signature or name. Directories are also very easy to submit too. If you are looking for high PR sites, look for blogs to comment on as they tend to be the ones...
