Someone has to start the chain. The unfair thing comes when the first person (me) doesn't have to link for anyone on del.icio.us. So the first person should always offer to link to the second person as well. After that, each person generally only links on del.icio.us for the previous person, and also posts a link for the next person in the chain to link to.

(Though some people, like me, are obviously willing to link to anyone who links to me.)
