EDU and .GOV Back links Relevant?

Hello friend my question simple
edu and .gov backlinks have to be relevant to be considered a quality backlink?

For instance, I'm in the sports industry and if I post an educated comment in a health related .gov website regarding that health topic/issue, would this still be relevant or spam than an asset?
