certainly the first level domain is better ,one can work freely as it happens with the second level domains.in that higher domain rules override the second one.....
I'd stick with top level domains, unless you are purposely trying to target a geo area. you TLD's like .com .org .net have more trust with users / search engines these days.
First level domain is always better than second level and thats why its a bit costly than second level because first level domains can give you more response than second level.
