There are two problems here. One problem is do you have the content at all? When I teach the classes in search engine optimization I set a goal for even a small company of having at least 1000 pages on their website. Most of the student participants passout and fall on the floor when I say that. 1000 pages? That's a lot of content! How do you create 1000 pages?
Short answer: blog. Blog, blog, blog, blog, blog. By blogging you can create a lot of content if you blog every day by the end of the year you will have 365 blog posts!
The second aspect is once you create all this content how you get Google to index it? Here is where a lot of the tips and tricks we teach about search engine optimization, and play. For example cross-linking the blog post to the homepage at a one click level is a way to pull Google into the blog, and train Google that the website is updating itself frequently. Secondly, using press releases is a way to pull Google into new content. Thirdly, link building and blog posting on other blogs are other ways to pull people into your website. In this way, you can pull Google in and get your wonderful content indexed.
On a side note although I believe in webmaster tools I find that external references are more important than site maps to getting content indexed.
