Creating SEO friendly CONTENT is important. I do find you can outsource some of this, but you have to a) know your target keywords, b) blog correctly about them, and c) insert those structurally in the right positions. So blogging is the No. 1 way to use 'fresh content' to stay at the top of Google.
That said, I do find that your 'anchor pages' or 'landing pages' do not really need to change that frequently to stay on top. So think of a good blog as bringing in traffic, by changing frequently, and that leads to landing pages that do not change very frequently.
All this with the caveat that you have to constantly build links, get social mentions, etc., to show up well on Google.
