Few domains are penalized in a really pro-active way. But if you piss Google off - usually by buying links or participating in link schemes - here's how you would know. First and foremost, you'd go to Google and type in site: your domain as in site:jm-seo.org and you would see ZERO results. That would mean that they have blacklisted you.
Secondly, you might do common easy searches like your name (e.g., JM INTERNET GROUP) and you do NOT show for your own name.
Third, where most sites have problems isn't being blacklisted. It's being ignored. Google is just ignoring them. So you do site:domain.com and they have very few pages. You look at indexing patterns and see that they were last indexed months or weeks ago. They have 'trained' Google that they are unimportant. So what we teach in our SEO classes is how to improve this indexing penetration and frequency patterns.
That is essential to SEO success, as if you are not noticed by Google, how can you possibly succeed?
