meta keyword and meta keywords

I looked at a competitor who is beating me in the dance so far. Two interesting things to note.

They have both a meta keywords tag which has phrases and a meta keyword tag which has singular.

Is this valid ?

Also, they do not even have the keyword phrase on their page and google said when displaying cache that the relevant keywords come from the inbound links to page.
