Website optimization for MSN

I want to get good page ranking for my websites in MSN. Now I am enjoying a huge a good page ranking in Google. I am quite aware of the rules and regulations of Google for optimization, but I do not know rules followed by MSN. I want to know that whether both of these search engines have same rules and regulation for website optimization. I have already wasted huge money to know this fact, and I do not want to waste any more money. Please help me to know about this fact. I will be grateful to you, if you could help me out.

I have observed two interesting things; I would like to be passed to you. If you put a keyword rich paragraph near the top of the page, whether it is in the first or second paragraph, and then your page "may" in the keyword search request.
