Does it have serious impacts in changing a local domain into a global one?

I have some questions regarding the domain names. At present I am much concerned about ccTLD. There are some quite popular domains with the country code extensions. I am planning to change the domain name of my site. I desire in making it more short ccTLD extension. Can you tell me whether it has any impact on the SERP or the SEO? How about your experience in changing a local domain into a global one? Does it really have an impact? Any suggestions or tips from your side will be appreciated. Mostly people has local domains to get the ranking quickly into the SERPs and that's why they do many things and optimization for the domain with the local search keywords and after doing some good efforts they can achieve some traffic in very quickly time. If you are planing to make your local domain to global then you have to face many problems. First you need to chnage the targeting for that domains into the Google webmaster tool then need to implement global search keywords and it also require lots of time and maximum efforts which can burn lots of money.
