How can I improve my download and uploading speed?

I have broadband connection right now and my downloading speed is 7-8 kbps right now.

Also, has it always been that slow?

I have cable modem connection. And I have Windows XP operating system.

- Is your computer slow, or just browsing, email, and FTP?

- Have you checked your computer for viruses?

- Have you looked for any unwanted or unneeded programs that may be running on your computer and turned them off?
