While the concept of public shelters for the homeless is gaining ground in some of the advanced countries, it has few takers elsewhere.  Even amidst a financial surplus, it is distressing for the governments in the advanced world to even properly admit the presence of urban homeless.  Interestingly, even these public shelters are not able to meet the shelter needs of the ever increasing urban homeless.
 
Curiously, enough work needs to be done to achieve a change but the governments in the advanced world are not stepping in to create urban housing infrastructure in a mass way due to a host of reasons.  One reason is that land values in the world cities like New York and London are very high.  The fiscal deficit is increasing like never before and the government is cutting spending on many sectors.  Even if much money is not spent on urban housing, there is no issue with it because the urban homeless are fewer in number and they are not going to affect the winning prospects of the national political parties that are concentrating on beating the current global recessionary trends.
 
Compare that with the situation in the UAE.  The national government has stepped in to affect a change long long ago and the net results are being seen now.  When the prominent property portals advertise about there are enquiries from people with any income.  This has happened due to the equitable distribution of wealth in the society and the purchasing power of the people has increased phenomenally.
