Site links are the little 'directory' like links that sometimes appear beneath a search results. For instance, if you Google 'Jason McDonald' you'll see sitelinks for my personal site.
You can VETO these in Google Webmaster tools, but you can't directly create them. They are a bit hidden in Webmaster tools -
Log into Webmaster tools, then on the left, click on CONFIGURATION, then SITELINKS. Then you can DEMOTE the ones you do NOT like.
FYI, how do you GET sitelinks? It has to do with having a VERY organized website, with breadcrumb trails and logical directories... one click from the home page and keyword heavy navigation and all that. That's what Google picks up in the first place.
