There is a lot of buzz on the Internet for what is called negative Seo. Negative Seo, search engine optimization, is the art and science of creating negative publicity about a competitor. So your question implies that someone who hates you or competes against you is going to create a lot of bogus websites, poorly put together, and direct that link energy towards your website.
Is this possible? Yes. Is it common? No. It takes quite a bit of effort, and someone would have to be strongly motivated to attack you to use this strategy. That is fortunately uncommon.
On a less malicious level, anyone can link to your website and many of those links will not be highly relevant. With even the best of intentions, people often foul up the way that they link to websites. Does this hurt your website? Probably not, because Google looks at natural link profiles and that is a common link profile.
As I teach in our class on link building, generally speaking there is no such thing as a bad link. So I recommend to all of our students that they start to systematically cultivate as many inbound links as possible and not sweat the small stuff.
