Seems we are comparing apples to oranges...
Google Baraza is an online platform designed purposely for Africans (but accept Global sign ups from the whole world) to have answers to long pertaining questions from users and to bring Internet use closer to them.

Penguin is Google’s latest update affecting sites with a severe lack of natural links. They say it’s the same update (with some improvements) that Google first released by the name ‘Over-optimization update’ and then the Webspam update.
