About the Google sandbox

There are many people in the recent days, who are quite concerned about the sandbox tool in Google. I am also keenly interested in it. However, I often doubt whether such a tool actually exists. I have also heard that this is a place where websites with unethical strategies are places for a temporary period, so that the visitors cannot get access to it. I am keen to learn more on it. Is it really true? How Google makes use of this tool? How long will a site have to remain in the sandbox?
