Are .Edu Links still valuable for SEO Campaign?

i just wanna ask one thing from all of you.. are these .edu are still working for link building and are they valuable for SEO campaign?

After the Panda update, Google has started giving more importance to Link relevancy, so one should use relevant anchor texts .Don’t get backlinks from pages having too many outbound links.Backlinks from spammy pages would negatively affect search engine rankings..EDU and .GOV links are no more important
