Bicycle Accident Due to Crack on the Street

Hello all,

Can anyone elaborate the law on when someone has a cause of action against the city/county when the city has a large crack in the street that causes injury.

As far as I know the only additional requirement (than that of a private entity) is that the City must be on notice of such dangerous condition.

Is there any law as to how long ago the city had to be notified?

Is there any public listings of these notices?

Any other requirements?
