change link colors/same page

Can I change my link colors in the same page? The content area of the webpage is almost white with black text. But the background is a dark charcoal gray with white text for the title and footnote. I want to use a link in the footnote, but dark blue doesn't show up. Can I change this link to white, but leave the other links in the main content area normal?
