I also know it screams for development.
But...

It takes too much effort to develop forum and I am sure you already know this
I might just find partner or hire someone to run it for me as I don't have time and patience.
Or, I'll just wait until enduser send me offer.

But you are still right. It does takes a lot of marketing to make forums active.
