Do SEO experts share their techniques to layman?

SEO experts are quite professional in sharing their knowledge with the public. I carry out research in internet marketing and while research; I came to know about this strange behavior of SEO. SEO experts do not share their knowledge with the public because they do not find it important to make the public aware of SEO technique. They find it useless to tell public about SEO because SEO knowledge in not required by the public. Google Algorithm always changes every time, which make the SEO experts to change their technique accordingly, so it is useless to share the technique, which needs to be changed with the rules of Google Algorithm.
