Does the Google Sandbox exists?

I want to know whether the existence of Google sandbox is a myth or it exists in reality, as well. I have heard that there is something called sandbox, and there are many people ho claim that such a thing indeed exists in reality. Sites that are penalised are sent to the sandbox for some time. This is done when the sites try unethical means for success. I have also heard that this technique would also be applied by Yahoo and MSN. However, I want to know the existence of this filter system by Google. What do you think?
