Evicted Tenant Still Has Stuff In Apartment

I am condominiums manager in Bakersfield, California. I have a tenant has not paid rent for two months has left a three-day notice on your door and is now a third day, I went for a walk through, but there were people there and all his tricks again . Tomorrow I have to make my way through, and if your case is still there that I can through the trash or what should I do?
