How should abuse reports be handled when resellers are involved?

A reseller-managed domain can make abuse handling less straightforward.

Sometimes the problem is the domain. Other times it is hosting, mail, DNS, or website content.

What is the fair process? Contact the party closest to the customer first, or act directly when the report clearly shows domain abuse?
