The only ways I know for permanent backlinks are:

• link exchange
• link buying

For our websites we also do periodically (for backlinks, not permanent but valuable):

• submit to free directories
• submit to social bookmarking networks
• submit rss feeds to feeds directories
• submit to search engines

I talk from personal experience and can not say this are the only methods.
