es getting natural links are really a good way but if you want to contact for link exchange so start searching the sites in Google with your theme contact the owner and give your offer.

First of all search web masters email-ids then drop mail them regarding link exchange. If they will interested then revert back to your mail with their requirements. You can also add resource page on your site's home page where you can list other sites from whom you have exchanged links and if someone sees it then they would contact you as well.
