1. Do you think that Google+ affecting the results of Google SERP?
2. Is it fair, to force users to use Google+ ?

I don't think so. Forcing the users to use your product because you are damn good with one of your services is not right thing.
In future, google have to pay for this. People use google+ only for business not for social networking. It is then, become a business promotion network not the social network.
