Is C++ Better than JAVA??

There are lot of rumours about both the language,which one is better?
It depends on the application which we use,for example for building OS we use C++,for Designing Websites we use Java.Can You suggest me your opinion.

For building websites I use PHP and MySQL If I really had to choose any other language I would have chosen ASP and MSSQL but PHP MySQL comes first.

purely talking between java and c++ then for web development java is better for other i think C++ is better.Java has one main advantage over C++ and that is of Portability
