Is reciprocal links useless?

I am confused about oneway links and reciprocal links. I read somany forums that oneway links more effective then reciprocal links. Reciprocal links do not boost our site. Then what's the use of reciprocal links. Is reciprocal links useless? And yes then why? Please let me know.
