Please recommend a link building service?

I am looking for a link building service preferably in India as I know this would be the most cost effective. Can anyone recommend a company they have used? Or can you recommend a company not to use? I am not looking for SEO only manual link building.

I have known SEO very deeply. It appeared that the services of it strengthening links often use spam techniques to create the links. You should be very careful when choosing a service because it can cause your site to be penalized.
