OK, question ONE. When you launch a NEW domain - be careful. It's a brand new website. So if you are switching domains think LONG and HARD about that. That's a very special challenge, and you want to do a migration strategy correctly. If possible, I really strongly recommend avoiding a domain change. Second, if you are just revising lots of pages... you just want to preserve your URL's (especially your strong / linked ones) for sure and avoid a massive change to your TITLE tags. So in both cases, you need a transition strategy! Look before leaping as major changes are dangerous in terms of SEO performance and are too complicated for a short answer.
As for your second question on SEO META TAGS... 1) the META KEYWORDS tag is ignored. So it does NOT matter. 2) the META DESCRIPTION tag IS very important and has a 90% chance of being your description on Google, and 3) the TITLE tag *** IS *** a meta tag and *** is *** the No. 1 more important tag to Google. So there is a lot of misinformation and overgeneralizations about META TAGS.
